MINUTES
OLD LYME PLANNING COMMISSION
THURSDAY, SEPTEMBER 13, 2018


PRESENT WERE:  Harold Thompson, Steven Ross, Robert McCarthy, and Todd Machnik.  Alternate Barbara Gaudio was seated for Edgar Butcher.

Chairman Thompson called the meeting to order at 5:00 p.m.

The commission began the meeting with the Pledge of Allegiance.

LOT LINE MODIFICATION – 23 & 25 SPRINGFIELD ROAD.   APPLICANT: DENNIS CAMBRIA

The commission received a letter from Attorney Cassella dated September 12, 2018 stating he had reviewed the materials submitted and did not believe that a Planning Commission approval was necessary for the merging of 23 Springfield Road and 25 Springfield Road.   He noted that his plan involves a merger that is creating a single larger parcel.  He further stated the applicants cannot later divide the property without necessary subdivision, zoning and health approvals.  

No action was required by the commission.

RESCHEDULE WORKSHOP – GZA ENVIRONMENTAL COASTAL RESILIENCY

Harold Thompson reported he has been in touch with Samuel Bell, Senior Hazard Mitigation Specialist with GZA Environmental with regard to rescheduling the workshop.   He is awaiting confirmation but thought the date would be October 18th, 2018 at 4:00 p.m.

Thompson also reported that a Public Hearing concerning the update of a sea level change scenario would be held Tuesday, October 2, 2018 at 6 p.m. at the Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT.

PETITION TO AMEND TEXT OF THE OLD LYME ZONING REGULATIONS – SECTION 5.10.3 ENTITLED  “SPECIAL PERMIT USES, PER SECTION 13B” BE AMENDED BY THE ADDITION OF THE FOLLOWING USE UNDER THE SECTION: SECTION 5.10 IS ENTITLED “COMMERCIAL C-30 DISTRICT (C-30) AND C-30S DISTRICT (C-30S)” SELF STORAGE UNIT FACILITY.

Keith Rosenfeld explained that this application was a result of a conversation between himself and the applicant, Frank Maratta.  Mr. Maratta would like to purchase the property at 224 Shore Road to install a Self-Storage Unit Facility on the site.  Mr. Rosenfeld stated there are currently two other storage facilities on Shore Road.  He said at the time those sites were approved the properties were zoned Light Industrial.   Rosenfeld stated since that time the Zoning Commission has rezoned those properties.   He stated that Self-Storage Units are not permitted in the Commercial Zone.   Mr. Rosenfeld reviewed a map with the commission that delineated the C-30 zones in Old Lyme.

Mr. Maratta is proposing to amend the regulations to allow this use in the Commercial C-30 Zone by Special Permit.   He said this would require the applicant to produce a Site Plan which includes an A-2 Survey of the site as well as demonstrate that it fits into the harmony of the neighborhood and meets all the required setbacks.

The commission members felt this was a reasonable use for the property.

Steven Ross made a motion to recommend that the Zoning Commission approve the petition as described.  Robert McCarthy seconded the motion.   The motion passed unanimously.  

READING AND APPROVAL OF THE JUNE 2018 MEETING MINUTES.

Steven Ross made a motion to waive the reading and approve the minutes as submitted.  Barbara Gaudio seconded the motion.   The motion passed unanimously.

2019 MEETING CALENDAR

Harold Thompson made a motion to approve the 2019 Meeting Dates.  Steven Ross seconded the motion.  The motion passed unanimously.

OTHER BUSINESS

Steven Ross stated the Harbor Management Commission is working on a proposal to install an ADA accessible walkway and platform down at the site of the old Bow Bridge.   Ross stated they have developed and RFP to design the walkway and platform and have received bids.  He stated the Harbor Management Commission has made a recommendation as to which bid to award.  He said an additional RFP will be done for the actual construction.
